Of course, for years the CIA has maintained that torture does not produce actionable intel. And, of course, the public practice of torture (they went public with this remember) is more PR than anything. I am of the opinion that Cheney understands that torture does not create actionable intel. But, the propaganda value is simply too great in his view. This is the discussion we should be having…
